Request for Proposal (RFP) for Mobile Crisis Response Vehicles Equipped for Face-to-Face Interactions and ADA Compliance

Seven Counties Services, Inc. (SCS) has a need for a minimum of two (2) Mobile Crisis Vehicles, with a
possibility of a third vehicle. These crisis response vehicles must be equipped to allow for face-to-face
meetings within the vehicle using technology and ADA accommodations. SCS is soliciting fixed-price
proposals from the vendor community for two vehicles equipped as detailed below.

Proposals are due no later than March 31, 2025. Late proposals will not be accepted.

Written questions about this RFP may be sent via email to the individual noted above in advance of the
RFP due date. No phone calls, please.

SCS will review all RFP’s received by the deadline based on the minimum requirements and/or
evaluation factor(s) shown below. Contingent on the availability of funds and continued need for the
vehicles, at the end of the evaluation process, SCS intends to award a firm-fixed-price contract for the
purchase of the required vehicles to the selected vendor. SCS reserves the right to make a partial award
of the requirements identified below to one or more vendors.

If a Vendor is unable to meet all required specifications, they may submit a proposal only for those
specifications for which they can meet the requirements. SCS requests notification of specifications that
cannot be met or if suitable alternatives are being proposed.

STATEMENT OF WORK/DESCRIPTION OF REQUIREMENTS

All vehicles must contain the following:
• Chassis – 2022 or newer, high roof, extended length
• Windows/Doors – standard cab windows and doors, rear windows in door, standard side door
with window
• Auxiliary Power Source – Generator, solar power option (broken out separately in proposal)
• HVAC – Roof-mounted air conditioning and heat
• Wheelchair Ramp –
• Wheelchair Locking mechanism for transport
• Seating – single lounge-style seat for clinician
• Seating – double lounge style seat for client
• Table to separate client and clinician for laptop and safety
• Cabinets – lockable wall mounted/secured
• Lighting – dimmer capable LED w/operational separately from the cab
• Flooring – aesthetically pleasing marine grade flooring,
• Walls – clinical, aesthetically pleasing and washable
• Network – capable of handling security cameras and Wi-Fi devices
• Security/Cameras – 360 camera, roof mounted
• Wi-Fi Capability – should allow 24/7 access to the internet and allow multiple device connections
• TV/Hardware – primarily for Telehealth, 32” smart tv, mounted and enclosed in the cabinet on the wall
separating the cab from the rear of the van
• Refrigerator – medium, dorm size
• Safety Equipment –backup alarm
• Awning – Full-size passenger side mounted, manually operated, automatic option (broken out
separately in the proposal)
• Delivery/Destination Charges – broken out separately in the proposal
• Admin/Registration/Title Charges – broken out separately in the proposal, if applicable

Vehicle must meet local regulations and be able to be supported by a local authorized service
vendor.

RFP ranking will be weighted on a scale of 1-5 (5 being the highest rank) using the following
criteria.
• Pricing
• Fewest variations to specs
• Transparency (details of each component)
• Turnaround time
• Three testimonials from clients

As stated, the RFP is for two vehicles however, we are interested in additional pricing
concessions if a third vehicle is purchased shortly after the initial order.

Your proposal is due electronically to ababb@sevencounties.org by March 31, 2025, and will be
reviewed by our Selection Committee by April 4, 2025. Once a final decision has been made, the
selected bidder will be notified no later than April 8, 2025. SCS reserves the right to reject any or all
proposals submitted.

Scope of operations:
Seven Counties Services is a Community Mental Health Center that offers a full range of mental and
behavioral health services, substance use treatment, and intellectual and developmental disabilities services
in a seven-county region in Kentucky. Counties served include Jefferson, Oldham, Bullitt, Shelby,
Spencer, Trimble, and Henry.
SCS was organized in Louisville, KY, in June 1978. It is a KY 501(c)3 nonprofit corporation. The board
is governed by 24 directors elected by the nominating committee and approved by the board. The board
meets 12 times each year. The board, in turn, elects the President and CEO.
There are approximately 1400 SCS staff members at over 25 locations throughout our region. Total annual
revenue is approximately $94,000,000. SCS’s Revenue mix is approximately 52% Medicaid, Medicare,
Commercial and Private Pay, 47% Grants and Contracts, and less than 1% contributions and other income.
The majority of SCS’s income is used in support of providing direct services to clients. SCS is self-insured
for staff medical coverage, pays direct unemployment claims, and has general/professional liability coverage
and property and casualty insurance on all properties.
